DECKLAN FLOWERS WANTED IN COVENTRY AND BLACKPOOL AFTER SEX OFFENDER BREACH
In April 2023, authorities issued a public alert regarding Decklan Flowers, a 27-year-old registered sex offender with connections to Lancashire, Coventry, Birmingham, and Blackpool.Flowers is currently wanted by police for failing to comply with a sex offender notification requirement, a serious breach that has prompted an urgent appeal for information from the public.
According to police spokespersons, Flowers is believed to be residing in the Coventry area, but his links to Birmingham and Blackpool have also been established.

Back in July 2020, Flowers, then 24 years old and residing in Rugby, was convicted of multiple breaches of sexual risk and harm prevention orders.
He had previously been subject to a court order issued in 2015, which explicitly prohibited him from having unsupervised contact with anyone under the age of 18.
Despite this, Flowers engaged in a relationship with a 16-year-old girl, which led to his arrest and subsequent sentencing.
During the court proceedings at Warwick Crown Court, Flowers pleaded guilty to three counts of breaching the sexual harm prevention orders.
The judge sentenced him to two years and four months in prison and imposed an indefinite sexual harm prevention order to prevent further misconduct.
Prosecutor Matthew Barnes detailed that Flowers had been aware of the restrictions but continued to pursue relationships with underage girls, demonstrating a blatant disregard for legal boundaries.
Flowers’ criminal history is extensive and troubling.
His first known offence involved a sexual assault on a 13-year-old girl in 2011, for which he appeared before juvenile court.
He failed to comply with subsequent court orders and, in 2016, was sentenced to four years in prison for multiple charges related to sexual activity with minors under 16 and breaching previous orders.
At the time of these offences, he was still on licence, further underscoring his pattern of non-compliance and manipulative behavior.
In a separate legal matter, Flowers attempted to appeal his 2016 conviction, arguing that his classification as a dangerous offender was unwarranted.
However, the appeal was dismissed by Mrs Justice Thirlwall, who affirmed that the original judge was justified in finding a significant risk of serious harm to the public.
The court noted that Flowers had a long history of anti-social and criminal conduct, including multiple instances of sexual misconduct involving minors.
