VICAR DAVID TUDOR BANNED FOR LIFE OVER SEXUAL ABUSE ALLEGATIONS
The Bishop of Chelmsford has stated that lessons "must be learned" following the lifetime ban imposed on vicar David Tudor over allegations of sexual misconduct. Tudor, who was the team rector for the Parish of Canvey in Essex, had been suspended for five years prior to the ban. The tribunal has revealed that he engaged in sexual relationships with two girls, one of whom was under 16, between 1982 and 1989. The Right Reverend Dr Guli Francis-Deqhani emphasized the importance of this decision, saying she welcomed the "prohibit him from ministry for life" ruling. She also expressed deep regret for the harm caused by Tudor's actions and indicated that a national safeguarding review would be initiated.The tribunal described Tudor's conduct as "an abuse of trust" which amounted to "grooming," involving sexual relationships starting when one girl was 15. Tudor claimed no memory of the incidents but accepted that sexual acts took place with Y and did not challenge the account of X, the other girl. He attempted to keep the relationship with X secret, demanding she destroy her diaries, and offered a full apology to both victims. The tribunal also noted that Tudor was investigated by Surrey Police in 2019 for alleged indecent assaults, but insufficient evidence prevented prosecution. He was also acquitted of an indecent assault against a 16-year-old girl in 1988. Tudor’s previous convictions included a six-month prison sentence for indecent assault, which was later quashed. After a suspension of five years, he returned to ministry but was suspended again in 2005 for conduct unrelated to X and Y.
The Bishop of Southwark, Rt Reverend Christopher Chessun, described Tudor’s misconduct as “a serious and damaging breach” of his duties. Victims are being supported, and the church acknowledges the importance of courageously sharing their experiences. Tudor's behavior is regarded as a serious breach of his pastoral obligations, and victims are receiving ongoing support. The church continues to review safeguarding policies in light of these events.
