DAVID SPENCER AND SHOCKING SEX OFFENDER CASE IN DURHAM

A convicted sex offender named David Spencer has been sentenced to prison after his disturbing conduct in Durham raised serious concerns.

Spencer, who is known to have a lengthy criminal history related to sexual offences involving young girls, was living openly in the community without informing authorities of his whereabouts or activities.

Spencer, now 36 years old, was subjected to a lifelong sex offender registration order after being convicted at Newcastle Crown Court in February 2013.

He received a prison term of seven years for his previous sexual offences.

Once released from incarceration, he was mandated to keep the police informed about his residence, social media accounts, and banking details to ensure continuous monitoring and risk management.

However, authorities were alerted to issues when Spencer failed to return to his designated accommodation for several nights.

This prompted police investigations, during which they discovered that he had been staying at the home of an 18-year-old woman and her young son.

It was revealed that Spencer had spent seven consecutive nights at this residence without notifying the authorities or the homeowner.

Prosecutor Annelise Haugstad explained that in August 2022, Spencer was living in supported housing, and there had been numerous reports of him going missing during that period.

The police had been informed that Spencer had not been seen for several nights, and further inquiries uncovered his presence at the young woman’s home.

Strikingly, she was not made aware of Spencer’s criminal history or his previous offences, which raises serious concerns about the transparency and safety protocols involved.

Compounding the issue, it was discovered that Spencer had also used his stepfather’s name to set up a Snapchat account, this time again without informing the authorities.

In addition, he was found in possession of two unregistered mobile phones and a bank card, further indicating an attempt to evade detection or adhere to legal obligations.

During the sentencing hearing, the young woman provided a victim impact statement, revealing her shock upon discovering Spencer’s prior convictions.

She explained that she was introduced to him through a friend from a local mothers’ and toddlers’ group.

Her statement expressed regret that she had not known about his criminal past, adding, “I didn’t know anything about his past but if I had, I wouldn’t have had anything to do with him.” The revelation of his history highlighted the potential risks and dangers she unknowingly faced due to his deception.

Originally from Fencehouses near Houghton-le-Spring, Spencer’s most recent address was listed as care/of a charity-run men’s hostel in Plawsworth, near Chester-le-Street.

He faced multiple charges for failing to comply with the conditions of his sex offender registration between July 18 and October 12 of the previous year.

Defence solicitor Victoria Lamballe submitted that her client had used his time on remand constructively, participating in various courses aimed at rehabilitation.

Nevertheless, the court deemed his breaches serious enough to warrant custodial sentences.

Judge Paul Watson KC, the Recorder of Middlesbrough, ultimately sentenced David Spencer to a total of 12 months in prison.

He acknowledged that Spencer had already spent about seven months on remand, indicating that his release is imminent.

The case underscores the ongoing concerns about managing high-risk offenders and protecting the community from individuals with prior offences.
