July 2023 Pevert awaiting sentencing for harassing woman from prison charged with ‘breaching order’ A convicted paedophile awaiting sentence for harassing a woman from prison has been charged with breaching his Sexual Offences Prevention Order (Sopo) for a 14th time Dale Walsh is alleged to have stayed overnight at an address in Portavogie without prior approval from his designated risk manager on June 17 and 18. None of the facts were opened at Newtownards Magistrates Court on Wednesday. Walsh was granted bail but will remain in custody until he can meet certain terms. The 28-year-old has already admitted harassing a woman between October and November 2021. Walsh, who lives at a hostel in Belfast, also confessed to a breach of his SOPO in 2021 after failing to tell a new partner about his past. He was jailed in May 2018 after he was convicted of abducting a 14-year-old girl and sexual activity with a child. The schoolgirl was found by police, wearing just her bra and pants, after they smashed in his bedroom door. He has also been convicted of making phone contact with a 13-year-old girl in England And convicted again after breaching the requirements of the sex offenders register by not disclosing he was using a different name and was in possession of a mobile phone The convicted paedophile, classified as a level three offender meaning that he is a high risk of committing further offences and causing serious harm When Walsh was arrested for a previous breach, he tried to smash his unauthorised mobile phone, even though it was the phone he was allowed to have. When officers examined the device, they uncovered the relationship and Walsh was remanded into custody. That did not stop him from committing further offences, and he bombarded his girlfriend with letters from prison. Walsh was jailed for twice abducting a teenage girl. He has a litany of Sopo breaches on his record — as many as 14. The case was adjourned until next month. He will be sentenced for harassment in September. June 2022 Convicted paedo tried to hide fake Facebook profile from cops but smashed wrong phone A convicted pervert tried to hide the fact he was surreptitiously using social media by smashing his mobile phone, a court heard on Tuesday. However Craigavon Crown Court also heard that dangerous but dopey Dale Walsh smashed the wrong phone and police were able to trace the fake social media account he had set up. Prosecuting counsel Nicola Auret also revealed that while police were examining the phone, a woman called it and when cops spoke to her, it transpired that Walsh had began a sexual relationship with her without divulging his catalogue of sex convictions to her. Appearing at court by videolink from prison Walsh, with an address at a hostel on Edward Street in Portadown, entered guilty pleas to two offences of breaching his Sexual Offences Prevention Order and one of breaching the requirements of the sex offenders register by not disclosing he was using a different name. He had initially been charged with being in a relationship without disclosing his convictions but that was withdrawn by the PPS earlier. Ms Auret outlined how Walsh had been convicted of harassment at Limavady court last October but within days of that, he had sent his victim a Facebook friends request using the name Ross Hill. On 25 October, police went to Walsh’s hostel to speak to him and officers could see that he had a mobile phone in his trouser pocket and a further one in his hoody pocket but Ms Auret highlighted that as part of his “comprehensive SOPO,” Walsh is only allow one which has to be registered with his Designated Risk Manager. As the officers followed him into his room, Walsh smashed one of the phones but ironically, he smashed the mobile he was actually allowed to have and it was when cops examined the unregistered phone that the offences were uncovered. Freed from prison a year later, within days Walsh began bombarding a 23-year-old mum-of-two with 58 text messages and a picture of himself from June 6 to 11 and was jailed for another year for harassment. In court on Tuesday, defence counsel Richard McConkey conceded that Walsh had multiple convictions for breaching his SOPO but urged Judge Patrick Lynch QC to deal with Tue case without further reports as Walsh “just wants the matter dealt with,” adding that probation “are not likely to change the view that he is considered to be dangerous.” Adjourning the case for reports to 22 July, the judge told the lawyer given the background and assessment “I would need evidence of that – I can’t really make an assumption as that obviously has consequences for your client.” February 2017 Convicted sex offender ‘breached ban by making phone contact with teen girl’ A convicted sex offender allegedly breached a ban on approaching children by making phone contact with a 13-year-old girl in England, a court has heard. Police also claimed Belfast man Dale Walsh obtained four more mobiles in a week after his original phone was seized. The 21-year-old, with a previous address at an Ormeau Road hostel, is charged with breaching a Sexual Offences Prevention Order (SOPO) by attempting to communicate with the schoolgirl. The alleged offence was committed on January 26. Appearing before Belfast Magistrates’ Court on Thursday, Walsh sat head-bowed throughout the hearing. Defence lawyer Pat Kelly argued that it had been premature to charge his client before establishing who made the phone contact. But an investigating officer said she had seized Walsh’s mobile and confirmed that a number in it belonged to the 13-year-old girl in England. Detectives have visited her family as part of the case, the court heard. Opposing bail, the officer claimed Walsh will not abide by any conditions. Revealing that the SOPO was only imposed last October, she said there were continued concerns about mobiles being used to contact children. “In the last seven days, from when I seized his phone, he has managed to acquire four further phones,” the officer added. All of those devices are also set to be examined. Mr Kelly insisted there was no prohibition on owning a phone within the terms of the SOPO. However, the application for bail had to be put on hold after police confirmed the hostel accommodation was no longer available. District Judge Liam McNally said: “There’s no address at the moment, so I’m simply going to remand him in custody for a week.”
