Connor Liam Fell, a resident of Ripley in Derbyshire with strong connections to the Rivelin area of Sheffield, was found guilty in 2022 of operating an illegal puppy breeding and sales operation. Despite his reputation within the breeding community and allegations of fraudulent activity, Fell continued to breed and sell puppies without the necessary licensing.

His activities came under scrutiny after Amber Valley Borough Council received intelligence from local police indicating that puppies were being sold as pets from a residential address. This prompted an investigation into Fell's operations. Despite receiving official correspondence and warnings from authorities, Fell repeatedly ignored these notices, choosing to persist with his online sales of dogs.

The case eventually reached the courts, where Fell's illicit activities were formally addressed and halted. The authorities emphasized the importance of licensing in ensuring animal welfare standards are upheld. Fell's disregard for these regulations was seen as a serious breach of animal welfare laws.

Amber Valley Borough Council's representative, Councillor Paul Hillier, expressed his concerns: “In this case, the advice given to the defendant by our officers was ignored, which led to illegal activity continuing and this case being taken to court. Licensing of activities involving animals is an important way in which animal welfare standards are met and maintained. Achieving the appropriate standards of animal welfare is essential and the licensing regime ensures those standards are met. When individuals choose to operate without a licence, we take that seriously and will continue to take firm action to protect animal welfare.”

As a result of his conviction, Connor Fell was fined £778, ordered to pay £1,250 in costs, and was required to pay a victim surcharge of £78. The case highlights ongoing efforts by local authorities to combat illegal animal breeding and sales, emphasizing the importance of proper licensing and regulation to safeguard animal welfare.
