CLIVE ELLIS SENT BACK TO PRISON IN SURREY FOR BREACHING SEX OFFENDER CONDITIONS
In a significant development in the ongoing efforts to monitor and control convicted sex offenders, Clive Edward Ellis, a known offender from Surrey, has been returned to incarceration after authorities uncovered multiple violations of his strict supervision conditions.Ellis, aged 67, has a long and troubling criminal history.
He was originally sentenced on January 26, 2007, to an indeterminate public protection sentence of 999 months following his conviction for the sexual assault of a female under the age of 16.
The assault spanned approximately two years, during which Ellis engaged in repeated acts of abuse.
In addition to the rape conviction, he was also found guilty of producing indecent photographs or pseudo-photographs of children, a crime that further underscored the severity of his offenses.
Following his lengthy incarceration of over six years, Ellis was released on licence on April 24, 2013.
His release was subject to a series of stringent conditions designed to prevent any further offending, including a Sexual Harm Prevention Order (SHPO).
This order was intended to restrict his activities and monitor his behavior closely, with the aim of safeguarding the public from potential harm.
However, on October 8, 2024, officers from Surrey Police’s High Harm Perpetrator Unit (HHPU) conducted an unannounced visit to Ellis’ residence.
During this inspection, they discovered six internet-enabled devices that Ellis had failed to disclose as required by his supervision conditions.
The devices included two mobile phones, three tablets, and a laptop, all of which were sent for forensic examination to determine if they contained any illicit material or evidence of further offending.
Ellis’s failure to report these devices constituted a breach of his SHPO, leading to his immediate arrest and subsequent charges.
He faced three counts of breaching the terms of his Sexual Harm Prevention Order.
As a result, he was remanded in custody and later recalled to prison.
Additionally, Ellis was fined £253 for his violations.
His current detention is indefinite, reflecting the seriousness with which authorities treat breaches of such orders.
Detective Inspector Abigail Edey, from the HHPU, emphasized the importance of these measures, stating, “The fact that Ellis has been sent back to prison indeterminately shows just how seriously orders such as Sexual Harm Prevention Orders are taken.
It also demonstrates that we do carry out regular checks on offenders who have been released from prison and that robust action is taken.
These orders are put in place to prevent further offending and to keep the public safe, and we will always take robust action when we discover that the terms of these orders are not being adhered to.”
