CAREFUL PAEDOPHILE CARL WEBB FROM WELLINGBOROUGH SENTENCED IN NORTHAMPTONSHIRE
In a case that highlights ongoing concerns about convicted sex offenders and their compliance with legal obligations, Carl Webb, a 29-year-old man from Wellingborough, has been sentenced to 14 months in prison after failing to notify authorities of his current living arrangements.Webb’s criminal history includes a conviction in 2009 for sexual activity with a child, which resulted in a three-year prison sentence. As part of his parole conditions, he was required to inform Northamptonshire Police of any change of address. Despite this, Webb was found to have violated this requirement, raising serious concerns about his adherence to the terms of his release.
According to court proceedings, Webb was evicted from his residence in Wellingborough in November of the previous year. Following his eviction, he informed his offender manager that he intended to sleep rough in the town centre. However, subsequent investigations revealed that Webb had not been entirely truthful about his whereabouts.
Approximately a month after his eviction, authorities contacted Webb again and discovered that he had been active on social media during the early hours of the morning. This activity prompted further inquiries, which eventually led to Webb admitting that he had been visiting an address in Wellingborough.
Police officers responded to this information by visiting the property, where they found a couple residing with two young children. The homeowner, when questioned, disclosed that he had rented a room to Webb for £30 per week. This revelation was particularly concerning given Webb’s previous conviction and the legal restrictions placed upon him.
Jenna Allen, the prosecutor in the case, emphasized the gravity of Webb’s failure to comply with the notification requirements. She pointed out that Webb’s previous conviction in 2013 for failing to notify police of a change of address resulted in an eight-month prison sentence. Despite this, Webb continued to breach the conditions of his release.
During the court hearing at Northampton Crown Court, Webb pleaded guilty to the charge of failing to notify police of his change of address. His Honour Judge Timothy Smith sentenced him to 14 months in prison, with the expectation that he will serve approximately half of that term before being released on licence. The case underscores the ongoing challenges faced by law enforcement and the justice system in monitoring and managing convicted sex offenders, especially those who attempt to evade legal restrictions in communities like Wellingborough and across Northamptonshire.
