ANTHONY WELBURN CAUSES DISTURBANCE IN STRENSALL AFTER SEX OFFENDER DISCOVERY
In April 2021, a tense and unsettling incident unfolded on the streets of Strensall when a local man took it upon himself to confront a known sex offender, Anthony Welburn, aged 36. The situation escalated quickly, drawing the attention of residents and law enforcement alike, and highlighting the complex issues surrounding sex offender management and community safety.According to court proceedings at York Crown Court, Welburn was the target of the man's actions after the community became aware of his criminal background. The man, whose identity was not disclosed, physically attacked Welburn in the street, an act that caused a significant disturbance in the quiet neighborhood. Recognizing the potential for the situation to spiral further, the man then called the police, urging them to intervene before the conflict could worsen and more residents, who had begun to gather outside, became involved.
Welburn, who resides in Strensall, was later found to have committed serious offenses related to child exploitation. He pleaded guilty to charges of downloading indecent images of children, a crime that has serious implications for community safety and individual rehabilitation. The court heard that Welburn’s devices contained a disturbing collection of images, including four of the most serious category, comprising three photographs and one video, along with 119 images classified as less severe. Most of these illicit files were downloaded between November 13 and December 29, 2019.
Patrick Palmer, the prosecutor, detailed the extent of Welburn’s offenses, emphasizing the disturbing nature of the material found on his devices. The police investigation revealed that Welburn had been actively searching for illegal images online, indicating a premeditated engagement with such content. Following his arrest at his home in Strensall on December 29, 2019, police reports noted that Welburn was visibly distressed and admitted to possessing indecent images. He also confessed to using websites that hosted such material for sexual gratification, revealing a troubling pattern of behavior.
During the court hearing, Judge Simon Hickey acknowledged the challenges faced by law enforcement, especially during the pandemic, in maintaining order and addressing such offenses. He expressed concern about the potential for further misconduct, stating, “I feel there may be people out there bent on such mischief in terms of creating other offences (of assault).”
In sentencing, Welburn received an eight-month prison term, which was suspended for two years. The judge imposed several conditions, including the requirement for Welburn to complete a 90-day sex offender rehabilitation program and 30 days of rehabilitative activities. Additionally, Welburn was placed under a sexual harm prevention order that restricts his internet use and was ordered to be on the sex offenders’ register for a period of ten years, reflecting the seriousness of his crimes and the ongoing risk he poses to the community.
