CREEP BANNED FROM ALL KIDS' PLAYGROUNDS AFTER HE'S SEEN PERFORMING DISGUSTING ACT
A man has been imprisoned after being caught on camera engaging in a disturbing act while observing a children's playground.Andrew Lewis, aged 55, committed acts of exposure twice during the summer in Oakdale, located in the Caerphilly county borough of South Wales.
On June 1, 2025, he was seen standing on his garden decking, which overlooked a nearby play area.
Two children, aged 11 and 12, captured footage of Lewis masturbating.
During a sentencing hearing at Newport Crown Court, Judge Carl Harrison described the footage, stating that it showed Lewis masturbating with his gaze fixed toward a play area near Auckland Close in the Penmaen district of Oakdale.
The judge noted that Lewis was positioned in an elevated spot with a clear line of sight to the playground.
More than a month later, on July 23, 2025, two 12-year-olds reported seeing Lewis in his backyard exposing himself and touching his genitals while looking at them.
Judge Harrison highlighted that Lewis had intentionally exposed his penis to be seen before engaging in masturbatory acts.
Lewis, who resides on Auckland Close, was found guilty in September of one count of engaging in sexual activity in front of a child under 13, and one count of exposure.
He received a sentence of 25 months in prison 20 months for the sexual activity and five months for exposure.
He was instructed to pay a victim surcharge of £228 and was subject to both a notification requirement and a sexual harm prevention order (SHPO), each lasting ten years.
The SHPO restricts Lewis from being in any household with a child under 16 unless accompanied by a parent or guardian, and he is forbidden from allowing children under 16 into his residence.
He must wear standard clothing while in his garden and is prohibited from contacting children under 16 unless authorised or if such interactions are routine in daily life.
Additionally, Lewis was warned that entering playgrounds or play areas would breach his court orders.
