August 2017 Paedophile who recorded abuse of young girls is jailed A paedophile who recorded himself abusing young girls has been jailed for more than 10 years. Andrew Fraser, 64, formerly of Annan, filmed and photographed some of the offences, which police found among a hoard of indecent images of children. A judge at the High Court in Edinburgh described it as an “extraordinary” campaign of abuse. Fraser was jailed for a total of 10 years and two months and put on the sex offenders register indefinitely. He had originally faced a total of 55 charges but pled guilty to 17 charges of indecent behaviour, sexual assault and possessing and downloading indecent photos. He abused 12 girls between 1991 and 2015, with his youngest victim aged just six. He got some of the children to pose for him and abused others while they were sleeping. He assaulted one child while she slept and forced another, aged under 10, to use a sex toy Advocate depute Stephen McCloy said Fraser was well known in his community and was allowed to look after children by their parents. But he said that in June last year police received information that he was in possession of indecent images of children and a search warrant was granted for his home. The prosecutor said: “Police were able to identify a number of the females in the images and were able to identify the accused due to his distinctive tattoos.” The footage and photos of his abuse were recovered from computer equipment, on which was found more than 110,000 indecent still images of children and more than 1,000 pieces of footage. The court heard that one victim was shown a photo of herself being abused and estimated that she was aged 13 at the time Lord Beckett told him: “You have an enduring sexual attraction to young girls on which you have acted repeatedly.” He said Fraser had engineered opportunities to have access to children and planned how he would initiate his crimes and cover it up. He added: “Notwithstanding your age you were still committing acts of abuse in 2015 and accessing indecent images of children in 2016.” As well as jailing Fraser, Lord Beckett ordered that he be kept under supervision for a further four years for public protection and warned him that if he failed to comply with licence conditions he could be returned to prison. The judge said that he took into account that Fraser’s guilty pleas had spared victims having to give evidence at a trial. He assaulted one child while she slept and forced another, aged under 10, to use a sex toy Fraser, who was remanded in custody at Glasgow High Court, faces a lengthy prison term when he is sentenced by Judge Lord Beckett at Edinburgh next month. Detective Robin Ferguson of the public protection unit, said: “This is without doubt the largest sexual offences investigation involving one perpetrator that we have ever encountered in Dumfries and Galloway, possibly even Scotland. “This investigation identified Fraser as having abused young children over decades. “Sadly his crimes went unreported due to his style of grooming. “He built relationships within the local community, with the parents and relatives of the victims, before proceeding to abuse them after being seen as a trustworthy person. “He can only be described as a dangerous sexual predator and the damage he has caused is incalculable.” Fraser’s catalogue of abuse was uncovered when police found indecent photographs of youngsters on his computer. Detectives were able to identify a number of the victims and Fraser was identified because of distinctive tattoos. The predator initially faced 55 charges but admitted 17 of them against 12 girls between 1991 and 2015, when he appeared at court last Friday. The court heard that Fraser was well known and parents trusted him to look after their children. One of his victims was only six or seven when Fraser abused her at his home. The offences came to light after the police received information that he had a collection of indecent photographs of children. Officers seized a computer, hard drives and a quantity of CDs and discs. Prosecutor Stephen McCloy said: “A forensic examination of this computer equipment recovered still and moving images of children. “These showed the sexual abuse of five of Fraser’s victims. There were also images which appeared to have been downloaded from the internet.” A further search of Fraser’s home uncovered a pen drive and a Lenovo think pad laptop which contained indecent images of children. Fraser, who is unemployed and on benefits, has previous convictions for theft and a racially aggravated breach of the peace.
