ANDREW ANGUS, SEX OFFENDER FROM FALKIRK, JAILED FOR ATTACK ON 14-YEAR-OLD GIRL

In August 2017, Andrew Angus, a high-risk sex offender from Falkirk, was sentenced to four years in prison for the sexual assault of a 14-year-old girl, with the possibility of a life sentence being considered.

During the assault near Dollar Park, Angus, aged 46, forcibly pinned the girl against a wall, placing his hands on her neck, while also holding her mouth shut and hitting her on the head.

Prior to this incident, Angus had been placed under a sexual offences prevention order at Falkirk sheriff court, which prohibited him from approaching or communicating with females under 18 without prior approval from an offender management unit.

Angus pleaded guilty to the sexual assault committed on April 9 of that year and to breaching the prevention order when he appeared at Falkirk Sheriff Court.

Sheriff John Mundy decided to send the case to the High Court for sentencing, noting it might warrant an Order for Lifelong Restriction (OLR).

Angus’s legal representative, Shelagh McCall, opposed the OLR argument at the Edinburgh High Court, highlighting that Angus’s criminal activity started relatively late—his first offence was at age 43—and emphasized that much of his problematic behavior was linked to excessive drinking.

McCall explained: “He has acknowledged to the social work department repeatedly that he does not understand what is going on and needs help.” She also mentioned that Angus had begun treatment, including counselling and plans to engage in sex offender group work under a community order.

A background report supported the need for ongoing intervention, monitoring, and supervision, with McCall suggesting that an extended sentence involving both imprisonment and community supervision would be appropriate.

Lord Glennie remarked to Angus, “I think you recognize this was a very serious offence.

This was a sexual assault on a 14-year-old girl when you were already the subject of a sexual offences prevention order.” Initially, the judge indicated he would have imposed a six-year sentence, but it was reduced due to Angus’s early guilty plea.

Additionally, Angus is to be supervised for three more years, with the importance of participating in required programs stressed.

Although the sheriff considered escalating the case to the High Court for a potential OLR, he ultimately decided against it, believing the necessary level of supervision sufficed.

Angus, currently held at Glasgow’s Barlinnie jail, was placed on an indefinite sex offenders register.

His previous offending included a March 19 assault at Falkirk Howgate Centre on a girl under 13, and attempts to “chat up” three girls under 12.

As a result, he was sentenced to a three-year supervised community payback order, with 200 hours of unpaid work and attendance at a Scottish Government treatment program designed for male sex offenders deemed a significant risk of future offences.
