ADEM KILINCARSLAN AND SEX OFFENDER BREACHES IN STOKE-ON-TRENT
Adem Kilincarslan, a convicted sex offender residing in Stoke-on-Trent, was found to have violated the terms of his registration obligations by failing to inform authorities of a significant change in his living arrangements.The 44-year-old, who remains on the Sex Offenders' Register for life following his 2010 rape conviction, was caught in a situation where he was living at an address with a woman and two children, a residence that police were already aware of.
However, despite this knowledge, Kilincarslan did not notify the authorities when a girl had stayed at the same address on two separate occasions.
This breach of duty led to his appearance before Stoke-on-Trent Crown Court, where he was given a 12-month community order as a consequence of his actions.
During proceedings, prosecutor Martyn Walsh explained that the police were aware that the address housed the woman and her two children, but Kilincarslan had failed to declare the presence of the girl during at least two visits.
This omission constituted a clear breach of the strict requirements placed upon him as a registered sex offender.
Kilincarslan, who resides on Beverley Drive in the Bentilee area of Stoke-on-Trent, admitted to failing in his legal duty to comply with the notification requirements of the Sex Offenders' Register.
His defense, represented by Stuart Muldoon, sought to contextualize the circumstances, stating that the girl arrived unexpectedly and was allowed to stay by Kilincarslan’s partner.
The lawyer emphasized that the decision to host her was made by the partner, and Kilincarslan was not responsible for that decision.
Previously, Kilincarslan had a history of non-compliance regarding his registration obligations, having failed to adhere to court rules in the past.
However, Muldoon highlighted that since November 2021, he has been registering himself twice annually as required and has demonstrated full compliance with all related court orders relating to contact with minors.
As part of his current community order, Kilincarslan is mandated to undertake a 20-day rehabilitation activity program and complete 40 hours of unpaid community service.
Judge Graeme Smith addressed him directly during sentencing, emphasizing the importance of following the notification rules: “You know full well that you need to comply with these notification requirements and it is troubling that this is now the fourth occasion you have breached them.” The judge’s comments underlined the seriousness with which the court viewed repeated breaches of such legal obligations by individuals on the Sex Offenders' Register.
